About Waterbury Housing Authority

The Housing Authority of the City of Waterbury (WHA) was founded in 1953 to provide affordable housing in Waterbury for families who lack the means to purchase or rent housing at market prices. WHA's mission is to achieve excellence in the housing industry by providing housing opportunities and customer satisfaction to enhance the quality of life for very-low, low and moderate-income residents. WHA is a federally funded independent agency which operates under direction of a Board of Commissioners appointed by the Mayor. Effective September 2012, the Board is composed of Chairman James J. Lawlor Esq., Carl Iantounni, Patrick Maloney Esq., Clifford Cotter, and Tawanna Gibbs. Current staff is about 38 employees. WHA currently owns and operates residential properties with 785 family units, housing approximately 2068 individuals throughout its Public Housing units. In addition, another 2,750 families (5,005 individuals) are assisted by the Enhanced Voucher Program (Section 8).
